GET.transform, is a technical assistance program supporting national and regional partners and institutions in advancing their energy transitions. GET.transform is a component of the GET.pro (Global Energy Transformation Programme), which is a global multi-donor platform and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Three Instruments of GET.Pro are: - GET.invest - mobilises private investments in clean energy by building a pipeline of bankable investment projects. - GET.transform - supports partner governments by developing bankable frameworks for clean energy investment. - The Secretariat for Africa-EU Energy Program - promotes strategic political dialogue between Africa and Europe on energy. Thematic and geographic scope: The implementation structure of GET.transform is organised along the Thematic and Geographic Approach. GET.transform offers structured advisory services on four key transformational topics: 1) Long-Term Energy Planning 2) Renewable Energy Grid Integration 3) On-Grid Regulation and Market Development 4) Off-Grid Regulation and Market Development Long-term energy scenarios (LTES) can strategically inform decision-making and thus lead to the adoption of capacity expansion and investment plans. Technically sound and cost-effective plans help to build the necessary energy-related infrastructure for meeting future needs, to mitigate the risk of stranded assets in fossil technologies, and to raise awareness about the potential of renewable resources. LTES can further support the development of green recovery policies, making them a central tenet of energy and climate policymaking.? The integration of variable renewable energy sources, especially solar photovoltaic (PV) and wind power, calls for transformational changes in the technical planning and operation of power systems. The need for change often goes hand in hand with concerns and challenges related to energy security, particularly early in the deployment of renewable energy. This Output focuses on the technical engineering implementation of power system transformations.? In addition to its core activities, GET.transform has implemented TA services to other GIZ- programs in Africa, Latin America and the Caribbean, as well as Asia and Europe. GET.transform is therefore offering activities potentially in all countries where GIZ energy portfolio is active by efficiently offering standardized solutions and scaling activities and contributing towards the concept of Vision 100 of GIZ, which serves as a guiding principle for the realignment of the GIZ portfolio for the global energy transition.

Under the GIZ initiative GET.transform, the contractor will support partner countries and regions in advancing the global energy transition through technical assistance and advisory services. The focus areas are Long-Term Energy Planning (LTEP) and Renewable Energy Grid Integration (REGI). The contractor will provide expert services, ensure flexibility to adapt to evolving needs, and contribute to achieving the overall programme objectives. GIZ will manage implementation jointly with local partners (worldwide), with English as the main working language, although other languages may be required depending on the project context. Regular coordination formats-such as weekly meetings and interim reports-will be established at the start of the assignment. Specific activities and expert assignments will be defined progressively based on partner requests. Objectives and Expected Results The contractor will strengthen the technical and institutional capacities of partner countries in energy planning and renewable energy integration. These areas are interconnected: sound energy planning must include strategies for renewable integration to ensure stability, affordability, and sustainability of electricity supply. 1. Long-Term Energy Planning Objective and Scope The goal is to improve the quality and effectiveness of long-term energy and power system expansion planning to support low-carbon and sustainable development. Approach Effective energy planning rests on three main pillars: - Governance and Consultation: Establish clear mandates, responsibilities, and coordination structures to guide planning exercises and ensure stakeholder participation. - Scenarios and Modelling: Develop data-driven, participatory modelling scenarios that reflect national development goals such as decarbonization, access to energy, economic growth, and equity. Reliable data management and transparency are essential to achieving credible outcomes. - Adoption and Communication: Ensure the outputs of planning and modelling are clearly communicated to policymakers, investors, and the public through implementation plans that outline steps, responsibilities, and timelines. The contractor should promote national ownership and capacity building by involving local experts and institutions in the process. Whenever possible, the use of open, transparent modelling approaches and accessible software tools is encouraged to strengthen local skills and ensure long-term sustainability. In some countries, particularly in Africa, the work may include integrated electrification planning aligned with national energy and development strategies. Geographic information systems (GIS) may be used to identify suitable sites for generation, transmission, and grid expansion. 2. Renewable Energy Grid Integration Objective and Scope The contractor will help partner countries (worldwide) enhance their ability to integrate higher shares of renewable energy into their power systems. This includes both technical planning and operational improvements necessary for reliable and efficient system transformation. Approach Partner countries face diverse challenges in integrating variable renewable energy sources such as solar and wind. Support activities may include: - Reviewing and updating grid codes, operational procedures, and compliance mechanisms. - Strengthening forecasting methods, grid flexibility measures, and stability analyses. - Developing transmission upgrade plans, energy storage strategies, and sector coupling solutions. - Building institutional and technical capacities through peer exchanges and training activities. All interventions will be tailored to each country"s stage in its energy transition and its broader development objectives. Collaboration and Adaptability The contractor must maintain a flexible and responsive working approach, adapting activities and work plans to changing needs and partner requests. A collaborative management system with GIZ will ensure regular communication, alignment on priorities, and continuous quality assurance. Deliverables Deliverables may include analytical studies, modelling exercises, policy and technical recommendations, capacity-building sessions, and communication materials. All outputs will be reviewed and approved by GIZ and its partners before completion. In summary, the contractor will act as a technical partner to GIZ, providing adaptable and high-quality support in energy planning and renewable grid integration. Through collaborative and capacity-oriented implementation, the work will help partner countries design integrated, sustainable, and low-carbon energy systems while fostering transparency, knowledge sharing, and long-term national ownership.
